The Failure of DIFIT Programs
Many DIFIT programs, many USAID programs operate at that kind of level. Was this wasted because they were good ideas, but at the level of implementation, things went wrong? Or were they just bad ideas? What was the failure? So let me give you an example of a program in a particular country. We funded a Wash program with a UN agency and the theory behind it was very appealing. In practice on the ground, what I discovered is that the budget was over $40,000 per school.
