Mukhas is important because it's easy to default to the haqum shahari and to the nusus when they give an explicit answer about something. There's really no need to do this heavy cost-benefit analysis when the hadith and the ayat are what we call nus. So for these issues that are no as in contemporary issues, I think muppassa and cost benefit analysis gets more weight than it would in other issues.
