The Problem With Probability
Wittgenstein: Probability can either be a matter of our ignorance, or fundamental laws. But yet he wants to give free rain to science to do what it does, which is make generalizations about the present. So you are making predictions about the future and Carnap doesn't have a problem with that,. He just says these are hypotheses, right? We won't for sure know that the key is iron, but as long as there are these verification elements that can make us more and more and more sure, that's enough. It doesn't look like Wittgenstein is even giving us room for that here.
