China has a dominant position in the global economy for refining and mining. The key though is that these mineral commodities are not rare. It's very, very pollutive and bad for the environment to mine these things at a cheap level. China can't find EUV and DUV lithography equipment from Argentina or favorable concessions with other African countries.
