Is Vanguard Subject to Dodd-Frank Act Bailands?

Is Vanguard subject to the Dodd-Frank Act regarding bailands or just the regulated big banks in particular? If you have things that are marked to market and are keeping the dollar, the NAV at par, money markets should have less of a problem than a bank that is improperly capitalized and needs a bailin. But it all comes down to a unique circumstance on that day at that money market. There's no way to tell. So I don't know of any big bank that I would trust to be, you know, if you look at the disclosure of anybig bank, I don't trust their disclosure. I don't Trust their commitment to depositors.
