The Russians' Motives for a Spy Swap for Maria Butana
There's been some speculation that maybe Paul Whelan was doing some kind of espionage light, if you will. I think it's more likely that they saw him as a mark, easy to set up and therefore set him up. The wild card here is President Trump. Is this something that he sees as a problem? He may be calculating that this is a good way to put pressure on an administration or government who doesn't have that kind of experience.
