In general, I think they're right that nuclear compelence doesn't work. But the one case where states might compel is that they think their survival is threatened. In my view, the Russians think about Ukraine like the Cuban Missile Crisis. And so the defeat there could be very devastating to Putin's future domestic political prospect.
