In the past, it's always been keep the modicum, the control, and so on. And now for the first time, we've got the people, which in the face is a good thing. But within the rule of the people, there's a new danger about which we have to be very, very concerned. Once public opinion comes into play, you're silenced. This is the nature of democracy that I'm describing to you. How can we live with it? Well, the Americans loved his book because he gave a description of mechanisms in the American constitution which would protect liberty.
