What Is the Authority of the Apostles?

A lot of Protestants will say 2 Timothy, 3 16 through 17. But even then they'll admit that it's not explicit necessarily in scripture. And so they're willing to believe in that authority structure as being the soul and infallible rule of faith based on evidence that's not particularly strong.
