Section 230 is a law passed in 1996 that prevents intermediaries from being treated as the publisher or held liable for other people's content. So if I post something defaming Tommy in a YouTube comment, I can be liable for that - but YouTube is not. And so you have a different set then of content that might be concerning. But it really varies in a country by country fashion.
