A chokehold, especially if it's done correctly, is a very effective way to put somebody on the ground. The problem is that you don't drive around on the subway in New York with some sort of restraints. So how are you going to restrain this guy? You're not going to tie him up with something. And so you get to a place where the law enforcement can actually step in and do the job they probably should have done a long time ago.
