What's the Difference Between a Career Civil Service and a Presidential Appointee?
A lot of these jobs at the top of the civil service have been become presidential appointees, as opposed to career civil servants. They are answerable on a very tight leash to the white house, and can be fired with a phone call. It takes them forever to get confirmed by the senate,. Once the president moves on, they're going to move on. So you've got built in rapid turnover at thetop of the organization. And when the whole organization knows the boss is only goingto be there 18 months, it really changes the ten of the thing.
