The Importance of Uncertainty in Africa

I have a soft spot for Agoa and I wish it worked better, but there are real reasons it didn't. The biggest one, as far as I'm concerned, which I rant about periodically is corruption and corruption and sort of non rule of law. And you don't have that everywhere in Africa. That's a significant obstacle. A number of African countries really have to get over it before you're going to see much more Western investment.
