The number of registered heroin addicts in Britain never exceeded 700. A committee a departmental committee on morphine and heroin addiction chaired by a man called Sir Humphrey Rollaston in 1924. Six members all medical men various medical backgrounds but they were all experts in addiction. Their inquiry lasted a year. It looks into it and says look making someone go cold turkey is I mean they call it barbaric and inhumane. You have to treat the people in an individual basis. They come up with a conclusion that I think even today is just startlingly humane and radical. There's basically a couple of different groups of people that we're going to have to give prescriptions to for heroin. This is maintenance prescription.
