The plan outlined in this victory memo was crafted 20 years after Exxon scientists had told executives what was happening and how bad it could be. Even though it was on the front page of the New York Times, they went ahead with it. Some of the same folks working in the Trump administration today were part of drafting that memo 20 years ago.
