If 95% of time harm has been caused you could see why you'd want to take extreme precautions and on the front end try to prevent it but if it's like actually incredibly rare then you'd say well in the very rare. If 10,000 studies have to go through a review process where really only one of them would have caused significant harm then maybe you just want to change incentives  and say if you do do a lot of harm you're going to get caught or pay through the teeth to kind of make it up. place right so i've slightly like modeled my message here because if the human challenge trials they arelike on the edge of like what like could be plausibly
