When you have these kinds of systems set up, as we have seen, I would say in the global war on terror, especially in the early days, when you create an incentive structure for someone that with a little bit of power to get a bunch of money for finding a crime, they will tend to find the crimes. Similar sort of thing, again, I know it's not perfect analogy, but if you start offering people money inside an airline or something, they're going to start finding stuff,. irrespective whether it's actually valuable or not.
