Butler's ultimate creation, the gendarmeri di t, is the model of a sort of local client military that gets used in the dominican republic. And nbasically crushes this initial resistance, which then rises again, and then gets crushed brutally again by bu ding. But as you note, there's no such thing as a bloodless counter insurgency.
