NHS should be a vehicle to universalize the best, says Lord Bevan. The NHS was never about providing a baseline service from its inception. It's always meant to make sure that sickness isn't a misdeed for which you should be penalized. If we went back to universalised the best, I think we'd start to think about some of the things that the private sector is doing and say those should be absolutely standards that the NHS meets.
