Daniel Horowitz: If you want to save mr. trump there's really only one way of doing that and that is having a knockdown drag out budget fight. He says the senate is kind of muddled because without a sixty it's not like the senate democrats could pass anything so republicans have the leverage to with a simple majority pass every one of the 12 appropriation bills including some other kind of must pass bills such as the defense authorization bill.
