The China-Russia Comprehensive Strategic Partnership of Coordination for a New Era
Putin and Xi regularly talk to each other on the phone and by video conference. They've had at least 40 meetings that at least we'd publicly know of. And this doesn't include, you know, many phone calls that are private. In diplomatic terms, what he's saying here is that no matter what happens, if the US is at a direct conventional war with Russia, China will always be Russia's ally.
