Is There a Local Spec to Essential Air Service?

At the moment, all but two of our routes are essential air service routes. The federal government subsidizes air service to small communities that would have lost it if not for subsidies. While the department can consider relative subsidy between bids in making their decision, the most heavily weighted criteria is actually the recommendation of the elected officials in the community.
