Is Russia a Threat to the Ukrainian Armed Forces?
Russian mobilisation is a weak reaction, it's a manifestation of the pressure that Russia is under. It would be very difficult for President Putin to go for full mobilisation because from the very outset he's always said this is not a war. The answer is for Russia to acknowledge the mistakes that it's been making and to withdraw from the territory they seized. We need to stack everything up and with other competing demands and then see how much do we need to spend even more again on the critical national infrastructure. I want to hedge trying to say anything specific on that because the defence secretary said right, can we avoid the speculation? But I'd highlight that we're already spending more on that particular
