The Jefferson Cipher, the Oldest Known Cipher Device in the World

The Jefferson cipher is the cylindrical device that was used presumably by Thomas Jefferson in order to create and send and decrypt codes. It dates from a time period where he lived, it's written in French - not only was Jefferson a Franco file, but French was the language of diplomacy. We just have circumstantial evidence that leads us to think that this could have been a cipher used by him. So there are things we know, things we don't know.
