The agencies took a pretty clear stand that look everybody's expected to uphold these standards. It'd be interesting to see whether some sort of utility concept becomes more widespread here. Historically those have been difficult to put together and one of the few consortiums that I was aware of was started by a handful of large banks several years ago.
