The Progressive Era of Addiction
In 1909, we start debating what are we going to do about our drug addicts. In 1914, we get our first federal drug law with the Harrison Act. And it's in this progressive era that we get the kind of criminalization of addiction. The rhetoric of addiction is a rhetoric that has to do with class and gender and race. It reflects and helps create the rhetoric of the period that still exists today.
