Is There a Difference Between Product Development and Product Development?

I always think about each of these tools or frameworks as something where you need to learn not just the why of it and what it is. But also under what context is it the appropriate thing to use? I would imagine that you'd have to have a really deep understanding of the framework in order to figure out which one which pieces of it you want. If not, you could be one of those product people coming in with a system of working that they're using like a hammer that everything always has to fit into.
