But Lord Brownlow didn't lose his record of this exchange, which came to light in a separate investigation by the Electoral Commission. This creates a conflict of interest that should have been declared but wasn't. And third, when the Prime Minister's own standards adviser, Lord Gight, asked Johnson if there were any communications that might show he knew where the money came from, the messages weren't missing.
