One last thing younkers can do, karon says, is something she's been pushing for all these years, but it still hasn't happened - a civilian review agency. More than a hundred cities in the us have these. It's like a board of directors that oversees the police. The board sets policies overseas operations and sometimes reviews complaints by people in the community.
