The paper is coming out in the april issue of international security, the spring 20 22 issue. It argues that overseas bases may be sufficient for a state to project offensive military power overseas, but they are not necessary. China's maritime strategy relies essentially upon having secure sea lines and these major export markets. And so we've seen this evolve over time as china has become more dependent on inputs and outputs that traverse these ports.
