Volcker was brought in to do something about inflation that his predecessors hadn't really succeeded in bringing down. The economists at the Fed were forecasting recession, so he had to sort of ignore that and just say, we're going to raise rates. He turned to this monetarist approach of just targeting the money supply. That essentially told people, we're tying our hands and we'll let interest rates go where they have to go.
