Will Trafalgar and Rasmussen Be Labeled Partisan Polls?

Pollster ratings are based partly on methodology, but mostly on past results. Trafalgar and Rasmussen will be punished in the ratings for having a bad cycle. We do not consider Rasmussen a partisan poll because they are just doing polling for themselves. The fact that their ownership is conservative does not have a bearing on whether they are a partisan poll per se.
