The middle class and smaller medium size to enterprises have been really hurt a lot in the last three years. If you want prosperity, you have to support them, not hurt them. The central bank would be purchasing assets from the non-banking sector. And today, that would take the form of buying it from BlackRock et al. why is it a good thing? Why does the central bank need to own good assets on its balance sheet?
