The Politics of Homelessness

There is a tension between civil liberties and public order enforcement in America. The vagrancy law dates back centuries, to english laws of the 17th century. American police have been given too much discretion over homeless people's lives. It seems like there's pretty deep tension here in the american experience with homelessness.
