How Did the Wendat Form a Republic?

Why did Flexgala become a republic while other regions in the area were autocracies? And likewise, why did the Wendat form a kind of democratic confederation when other tribes also were more autocratic? Like what produces these different outcomes? Yeah, so it's tricky when you're talking about individual societies to say, oh, this is why Flexgala stayed that way. So what I tried to do in the book was sort of hint at more generalities.
