Stability, instability paradox is when there's stability at the strategic level. So if two roughly equivalent adversaries point nuclear weapons at each other, that's generally stable. But for smaller countries that don't have that kind of deterring capability, it's actually not super good because they don't have a way to stave off large invasion.
