The essay is focused on the mechanism of culture. What he's trying to say is, we're essentially social creatures. We're constructed in the sense that who we are is determined by the way in which we interact with other human beings inside of these structures. I think he's saying there's no getting around that, but it doesn't preclude the possibility that you can question those structures - particularly once you recognize they're created by human beings.
