Mark Alpechat: How much is Trump noise rather than signal? Does it really matter? Or are these big structural factors what we need to pay attention to? He says China has scaled back some of the language that they're using from the 2015 when they were accepted into SDR. But otherwise, I completely agree with you. They seem to have recognized this is not a priority that they should be pursuing.
