The Split Between States Who Want to Implement the Old Pension Scheme
The split between states who want to implement the old pension scheme and those which are hesitant to do so is not just a political split. It is also a split among large states, among states which are financially sound and those which aren't. Maharashtra, Tamil Nadu and Karnataka have promised or are trying to revert to the old pension Scheme. But they've historically been fiscally much worse off than the states that have resisted this pressure from their own government employees. So essentially, I'm saying that it's the fiscally not-so-prudent states wanting to burden their fiscal finances with this switch.
