What's the Jugger?

In the deep history of complexity science, you have this idea of the sibernetic helmsman. And then you've got people like francisco verrella and umberta maturana developing their notion of autopoesis. So a lot of what i see in the literature on this stuff has to do with the way that data is represented informationally and to whom. I would argue, how do you know that that bit is a one or a zero? What? You have to interrogateit. And you have t rogate id with something else. That's part of what wheeler was trying to get at.
