Why Russia Will Not Use Nuclear Weapons in Ukraine

I don't think that this is a decision that's going to be affected in any meaningful way by what the Chinese or anybody else thinks. I believe a state would only take if it felt like it was losing a war of an existential nature. The Russians using nuclear weapons in Ukraine gives them a way of avoiding hitting NATO or American forces and prompting a nuclear retaliation from the U.S., France or Britain.
