Change management is the most difficult aspect of any technology initiative, especially in a public agency setting. We have to make sure we have dedicated an already knowledge of an skilled people in place to drive this change. A lot of this comes down to having a benefit-driven seta driven by mine rather than sort of yours versus others' needs. If you can identify something that makes my life better right now, i will be much more likely to invite that transformation for me myself.
