In the 1920s, Atlanta constructed a new spot for the painting inside of Grant Park. They even brought in an illustrator who would later work on the movie Gone with the Wind. The Cyclorama changed hands a few more times, but never really seemed to take off. So what do you do with an attraction that doesn't make money? Donate it to the city and let them take care of it.
