Is Prayer Legitimate?

Prayer is a complicated set of contingent requests. At the top level, i pray that the evil doers repent before the evil is committed. I also pray that god give them grace in hopes of their repentance afterwards. What about people who straight out pray for harm to be done to another person? Is that ever legitimate? In principle, it can be. But we still need to retain an openness to other better lutions.
