The Effects of VAT on eBooks
When the 5% VAT on tampons was abolished, at most there was a 1% decline in price. There were plenty of other products with a bigger decline in price where those products had no VAT change. So eBooks was bigger because it was a 20% cut and we found no evidence that any of it was passed to consumers. That was despite the VAT eBooks cut being heavily lobbied for by an organization set up by the publishing industry.
