Is the Process to Regulation a Living Document?
In these extremely changing times, or changing technologies and developments, we should most think in legislative tools as a kind of living document. This is what i am meaning after with teand 100 metre running situation. We can't say, oh, i have won this race, and i do not need to train any longer, because i have always won this race. And so therefore you have to train. What might occur on this way of further development. If we do not want to be the second, the third or the fourth in the run, then we should all the time think, what can i fix to morrow? So this would be my idle world.
