It's probably the highest risk we face of potential nuclear use since 1983 a Blarcher. The challenge between those two is very substantial asymmetry. Ukraine may have the manpower over time still even though it's a much lower population and quite a few refugees and IDPs but the quality may continue to deteriorate over time as the war goes on. That's why you have to address force reconstitution.
