The Effects of French Domination on the French Empire
France's massive war machine required more resources than the government could reliably provide. The revolutionary armies of the 1790s were not terribly sophisticated in this regard. Napoleon himself deplored personal corruption and cracked down on it where he could, but was so endemic that he often had little choice but to turn a blind eye.
