A Case Study of a Police Officer
In 1979, Jeff Gardner was working at a pay-and-save drugstore in Citrus Heights. A customer stole dog repellent from the store and tried to escape by faking a heart attack. The man turned out to be an Orban police officer who had stolen items worth less than $20 combined. He refused to answer investigators' questions or comment on his personal life. After being found guilty of shoplifting, he was sentenced to probation and ordered to pay a fine.
