The Role of Local Authorities in the Enforcement of Regulations
Local authorities are more prone to bypassing regulations that have been set by the central government. These skirtings of regulations are not uniform across the entire country or some provinces more broken than others. It's a bit of interaction between what happens locally in some region and the power Kinshasa still has on this region. All these groups and all these structures running have the same weaknesses.
